Management Team - Wayne Gilbert

Wayne Gilbert is the Director of NSW/ACT/WA of RISQ Group Pty Ltd. Wayne has over 27 years as a leading investigation professional with commercial and law enforcement experience in the field of investigations and fraud risk.  Wayne spent six years as a leader within Ernst & Young’s forensic practice. He was formerly the Detective Superintendent in charge of the Fraud Squad of the New South Wales Police.

Wayne has been involved as a leader and investigator in hundreds of investigations involving fraud and employee misconduct. Wayne has an extremely diverse investigative background encompassing the broad spectrum of major crime including fraud, homicide and organised crime.

As an investigator Wayne’s experience and credentials are second to none in the commercial investigation area today.  

Wayne has developed extensive experience in the interviewing of suspects and witnesses alike.  During his involvement in serious criminal offences he has interviewed hundreds of witnesses and offenders and taken statements and conducted comprehensive interviews which have been presented in evidence at various levels of Court, up to and including the Supreme Court in NSW and the Supreme Court (equivalent) in Greece. 

Further, Wayne has developed significant expertise in the interviewing of witnesses and suspects in government disciplinary proceedings (Commonwealth, State and Local Government).  Prior to joining RISQ Wayne led a team of investigators providing investigative services to the Department of Housing in NSW.  This team was the preferred supplier of these services for in excess of five (5) years.  During this time he conducted in excess of 20 investigations regarding serious disciplinary matters and matters involving criminal conduct, or matters requiring reports to be submitted to ICAC (Section 11, Section 53 & Section 54 matters).

Wayne personally conducted in excess of 15 Disciplinary inquiries for the Department, including a number of corruption inquiries whereby Wayne’s report formed a significant part of the Department’s response to the Independent Commission of Corruption in NSW (ICAC).  Additionally Wayne developed a good rapport with the Public Sector Association (Union) in NSW, who were often called upon by employees subject of these investigations to provide support throughout the process. 

All of these investigations were conducted in a manner consistent with the Public Sector Employees Management Act of NSW.

Wayne has developed significant experience in relation to the compilation of reports and briefs of evidence.  Wayne has produced complex briefs that have supported prosecutions and hearings up to and including the NSW Court of Criminal Appeal.  As a result of investigations Wayne has produced hundreds of reports in relation to investigative outcomes.

Wayne is a published professional having contributed to and authored a number of thought leadership articles, industry publications and conference papers in relation to the prevention and investigation of unethical conduct and the protection of intellectual property.
